So long as Snyder shuts his trap and just writes the checks, yes. They need to let the GM and HC put the team and puzzle together. They need to start to build via the draft...they already have some good pieces to the puzzle, now is the time to continue to build on it via the draft and not FA.

Though Gruden might be a good fit for the players, I would be very suprised if he would take the job. He has already worked for one over-bearing meddlesome owner, I doubt he would try it again with a younger version of the same kind of guy.
