Arnaz Battle was the full time return man during the 2004 season. For his career, he's returned 56 punts, averaging 7.1 yards per return with one touchdown. His 2004 season, like many of his seasons, was shut down due to a leg injury.

Brandon Jones had eleven punt returns through four season with Tennessee.

Again, it's pure speculation in determining why Singeltary didn't promote Sheets. Obviously, he didn't see a future with him as a return man or regular down running back.

I think he has a lot of upside.
Doesn't mean it will show this year.
And a lot of you have gone way way overboard on both sides.
I still think the fact that he's still on he team is saying a lot about what they think he can do in the future.

Not really. He's only there because of injuries. If teams thought he had tremendous upside, he would have been signed to a team much sooner.
