He's got the skills to plug 2 playside gaps and bring backside pressure vs. the run. I would line him up at the 4 to beat up the tackle and on the edge in passing downs. He can do way more than sack the QB from the edge. Put him at the 4 and his impact is hard to avoid.

That would be like moving Aaron Lynch to ILB. You could do it, but it would make no sense and make him a worse player. You'd take away what Garrett does best which is beat people off the edge with speed and explosiveness.
He's an ideal 4-3 DE or 3-4 OLB. He's very light for a 3-4 DE - Garrett is lighter than Clowney but may have better lateral quickness which would make him a good fit at OLB in our scheme. There is zero chance any team drafts Garrett and turns him into a 3-4 DE.

It's the same player all over again. He's stronger than Clowney and gets better leverage than him.
Eye in the sky doesn't lie. You guys think he's a Von Miller type when he isn't. Von Miller was purely a speed rusher with strength and agility coming out of A&M. Garrett eats up linemen to free his backers and can destroy one on one matchups with Guards and tackles.
