The wrong way to do it will be to not draft a legit franchise QB when you have the pick to do it.
If you want to build up the O-line and all the offensive weapons first like you have suggested, by the time you finally want to draft a legit QB, we will probably be drafting in the 20s. That means you will have to trade the entire farm away in order to move up to get the franchise QB. Can you imagine how much that will cost you to move up say from the early 20s to say No.2 overall? That will totally destroy any chance of a decent draft from that point on for at least 2 years.
