I'm not sure. You have more teams than usual that are desperate for a franchise QB. And none of the veteran QBs available will be a long term answer.
He's ranked in the top 10 on CBS again. Thought it was a huge overreaction when they dropped him to ~20-25 even though he was still regularly in the top 5 or 10 of many mock drafts.

Kizer or Mahomes would be great picks for the Cardinals. Big arms with the athleticism to get away from the pass rush, it would be a great fit for those many long-developing routes that Arians loves to call which result in his QB's taking a beating.

And there are several others who could be in the market: Redskins, Bills, Vikings
Chargers and Saints are not desperate for a QB. Their QBs are still playing at a high level. Cardinals I can believe though. Redskins will sign Cousins, Bills is a possibility, and Vikings will keep rolling with Bradford.

I know Kizer is having some major struggles this year (namely the disastrous Stanford game), but he's still a guy that passes the eyeball test with flying colors, and according to some draft sites is still considered an elite prospect by some NFL personnel people. I have a good feeling about him--not only does he have the raw physical tools, but I see an athletic awareness about him, instincts, and the ability to see the field well. Also seems like a smart, serious kid off the field, a leader.
Anyone who watches more Notre Dame football than me and can weigh-in on the reasons for his extreme ups and downs the last couple seasons?

I wouldn't call it extreme ups and downs - he's been pretty solid the past 2 years. He should not have been benched this year (ridiculous decision by Brian Kelly) and the game at Virginia Tech wasn't his fault at all (played in the worst conditions I've ever seen).
The only real issues I have with Kizer are inconsistency on short throws (he'll sometimes miss easy throws which is partially due to not always setting his feet) and holding onto the ball too long at times. He has ideal size, good athleticism, and pretty good field vision (not as good as Trubisky). I think all 3 of the top QBs are pretty bright and mature.
I was more impressed with Kizer this year than last year (going into the season, I thought Watson was a much better QB). I think he got a little bigger and stronger (he's probably going to measure at 6'5 230+ at the combine). I felt like he was breaking more tackles in the pocket and he threw some 50+ yard passes effortlessly which surprised me a bit. He lost a lot of talent on offense, but he still put up efficient numbers on offense other than the Virginia Tech game. The lack of wins doesn't really bother me - that's on the coaching staff and defense as much as anything.

Brees is going to be 38 in a few weeks. Not every QB has the longevity of a Tom Brady. They took Grayson in the 3rd round last year, he flopped. No reason to believe that QB won't be high on their list. Maybe not 1st round but I can see them taking a QB in the 2nd.
Greg Gabriel @greggabe People looking at Kizer, don't throw out 2015. He had 3 experienced WR's and a great line. Neither compared in 2016. Makes a huge difference
Posted this recap in the Trubisky thread of Kizer's game against Stanford which was statistically his worst of the season excluding the NC State hurricane game which never should have been played. I may rewatch the USC game and look at how Kizer played. My takeaway from the Stanford game was that Kizer struggled with consistency early and made a couple bad decisions, but also made a ton of good throws and decisions. His team was just outmatched on offense
Kizer's first attempt was overthrown and he didn't set his feet on his second throw which was off the mark. He had some very impressive throws into tight windows at 1:25, 2:30, 2:50, 3:40 (perfectly thrown on the run even though it wasn't caught for a TD), 5:12, 6:30 (called back for holding), 7:35 (incomplete, but perfect location).
The interception at 5:50 was a bad decision. The interception at 8:10 was not his fault - there was no blocking and no one remotely open on 4th and 7. That's a guy on a bad team trying to make a play - he may have been better off taking the sack, but either way it was going to be a turnover. He did not deserve to be benched that game and the backup QB was worthless in the 2nd half. He had about 100 rushing yards with 8:30 left in the 3rd quarter against a very talented defense (his game total is net of sacks) and made a number of NFL throws into tight windows without great blocking.
Not surprisingly, his first throw coming off being benched for 3 drives was an incomplete pass at 8:45. But then, he bounces back, avoids a sack and rushes for a first down on 2nd and 10. His next throw is perfect at 9:10 into another small window and hits his receiver in the hands but is dropped. He avoids a sack again on the next play (9:27) and throws it on the money for another first down. Next pass is on the money again for a 15 yard gain (probably the most open throw he had all day). Perfect throw at 10:10, but the receiver just wasn't open and the defender makes a play on the ball.
He led the team down to 8 yard line with 28 seconds left which is remarkable after being benched and having to sit on the sidelines watching the backup do nothing. The next play, the offensive line doesn't block at all so Kizer isn't able to get through his progression left to right and hit the only somewhat open receiver. He's strong enough to unload the ball after being wrapped up, but the only receiver in the middle of the field is triple covered and the WR on the far right is standing still rather than coming back to the ball. Then, they had to spike it with 12 seconds left. On the final play of the game, Stanford's LE beats Notre Dame's RT off the edge so Kizer is forced to step up. He has a split second to decide between running and throwing to #20 who is not open at all despite appearing to be open in the video (there's a safety sitting in the middle of the field by the goal line).
I was at the Stanford game and thought that Kizer played okay despite what his statistics look like and Kelly's decision to bench him. This video confirms it and demonstrates how poor his supporting cast was this season. Kizer improved a lot in 2016 and is the most impressive QB in the class in my opinion. That gets buried when people look at statistics because he played a game in a hurricane and his teammates were outmatched against Stanford, Virginia Tech, and USC. If all you do is take out that NC State game, his passer rating on the season is higher than Watson's even though he's on a less talented team (Trubisky and Kizer both had to play in the hurricane while Watson did not).

What I saw was Trubiskys wr group gets twice as much seperation as Kizers giving him much bigger Windows to throw to. Kizer is constantly playing from a dirty pocket and makes the tough throws thru tight Windows. Prototypical size huge arm mobile Kizer Is the real deal. my opinion Kizer is going to be the best Qb out of Watson, Trubisky and Kizer.

he does miss the occasionaĺ easy pass. which is very fixable. at times tries to do too much because his team around him sucked I'm not gonna hold that against him
