Plus, they can appeal which could take more time, which might allow the coaches more time to prepare someone else to fill in.

Green Bay and Detroit spread the field so much that the 49ers will spend a large portion of the game in their nickel package. They won't be using their base 3-4 very often so the first two games are great ones for Hagans to miss.
Justin Smith, McDonald, and Dobbs can all play end in the nickel so they could give Brooks and Aldon rest if needed. If the Packers or Lions decide to keep the 49ers 3-4 on the field it's an advantage for the 49ers considering both of those teams would be avoiding what they are good at(spreading the field and passing a lot).
