He's not camp fodder since he can return kicks. The guy will most likely help to replace Ginn and will be on the roster.

Rock is a very good ST player and can return kicks as well. He's a guy they will look to combine both Costanzo's ST role and Dixon role as the #3 "Power" HB. This move fits with the trend that the 49ers want their ST aces to be able to contribute on either offense or defense.

Camp competition/possible PR, reminds me of when we picked up Rossum.
