Ignoring Staley and Sopoaga's trick plays, how many times can you say that one of our players has gone on the field to play out of position? So the AL pitchers comment fails.
Again, Harbaugh (the head coach, if you recall?) said that he planned to use him much more as a WR this season - and that was BEFORE the injuries to Morgan or Edwards. So your "pressed into service as a receiver" argument fails.
I think the point trying to be made here is he was SIGNED as a return guy. If he can do more that the coach wants, then bonus. If he ends up just returning kicks because not cutting it as WR, the 49ers still got everything they wanted from this signing. They will still be happy with Ginn being on the team just as ST player.

I would throw two bombs to Ginn each game as a matter of course. Even if they don't connect, he has rare speed that must be accounted for. Got to think that taking those shots is going to keep the safeties a little more honest when he's in the game. Also, it should open up those 15 yard outs like the one he dropped in Baltimore. Shouldn't target Ginn on the "must have" conversions, but he can play a valuable role only getting on the field for offense for 5-10 snaps.
