You don't pass up a prospect like Andrew Luck because you have a couple guys that haven't shown any real glimpses of being franchise guys. Luck is the best QB to come out in a long long time.
In your scenario, Arizona would be able to outbid us every time. They are just as (if not more) desperate for a QB. If it comes down to a trade-off, we lose. Plus, trading away the significant picks in the 2011 and 2012 drafts for one guy doesn't really resemble a long term plan.
My point isn't that Luck isn't very good or that Clausen is the second-coming, it's that they need a total re-build in Carolina and I doubt they take another QB after taking Clausen so high last year.
In my scenario they would move down, pick up a boat-load of picks and take one of the other available QBs, or a CB, or a DT who knows. They have needs almost across the board.
