This is a little ridiculous.
You've already instituted the draft lottery for 40 years, which means that the worst teams have not always ended up with the top pick.
Some teams just flat out suck because they are lacking talent, granted sometimes that is because of having bad GMs (like my team.)
So, you intentionally make moves to prevent teams with bad rosters from improving those rosters? How does that make sense?
The game is already so tough to watch these days, if these changes are made this won't make it any better.
