Yes and no if it he is eligible to play for Aus and played his first senior game of RL in NSW then shouldn't be a problem.
Parramatta signed Semi after seeing him play rugby 7s for Fiji, don't think he had played a game of RL in is life and had only played something like 7 games when he made his NRL debut.

The 3 years rule is what allowed Brad Thorn to play state of origin for QLD, RL for Aus and then become a all black representing NZ in union.
Thorn would have to be the most successful dual code player ever
1x Super league tittle
1x super league world club challenge
3x NRL Premierships
2x State of Origin tittles.
The only thing missing is a world cup, he was ineligible in 97 due to super league

2x NZ provincial rugby tiitles

1x super rugby tittle
5x Bledisloe
3x tri nations
1x Heinekin Cup
1x World Cup

Never really got any of the individual awards but you don't put together a resume like his by being just an average player.

I think Kevin Walters has taken over for the great Meninga so Thorn might be his assistant perhaps
