For me, if Brock learns to bring his team back from behind as regularly as needed that would help the eliteness argument, but it's not essential.
The more important factor, of course, is winning the SB. Steve Young was elite IMO, but he wasn't a come-from-behind QB. He made the point that he didn't have to because they were usually ahead.
