Not necessarily a "mistake" by Cleveland. Just like SF, Cleveland is going through a regime and scheme change so are cutting guys drafted by the old regime that aren't fits for the current scheme.

Look at his draft profile and scheme that drafted him. He was tailor made to play 3 tech in a 4-3 scheme (Pettine was HC his rookie year).

For the same reason Tank was on verge of getting cut to now looking like a quality starter or atleast high end depth, same could very likely happen with Cooper who is much better fit for this scheme and still has talent (talent that had him rated so high as a prospect).
