In this world where neither decision provides a tangible advantage. You make the decision based on the specific game… for example, your defense possibly being tired after being on the field for the final possession in the 4th Q, or the strengths of your team, or the strengths of your opponent, or any weather consideration etc. You can factor in the desire to remove decision making on a 4th down in very specific scenarios that could be presented. You can factor the possibility that the game goes to a 3rd possession.
