Goal line defense

Why does CJ Spillman play in our goal line defense? Granted, he did make a helluva play on Ray Rice, but just curious why he's part of that personnel grouping in the first place. I know Whitner was in the game too so it wasn't like he needed a breather or something. But you're supposed to go with extra d-lineman and/or linebackers down there, not extra DB's. Does anyone know what the entire personnel was. Seems to me goal line personnel should be something like a 4-4-3 with J. Smith, Sope, RJF, and RayMac on d-line, Haralson, Willis, Bowman, Brooks at LB, and maybe Rogers, Goldson, and Whitner in the secondary. But why in the hell Spillman?
