How about some examples, that don't include players. The NFL is not baseball where an owner can gut a roster. I don't know what the amount is but the salary cap dictates a minimum a team must spend on players along with a maximum. I think the minimum is around 75% of max. If someone knows the exact amount let us know what it is.
