He may technically report to Baalke in those areas. But considering that he is basically in a role where he is on the same management level as Baalke, both reporting to York. You have all of the normal matrix management conflict potential and here it has been demonstrated. To resolve the issues the 49ers need to resolve all doubt and remove those functions from Paraag and place them totally and directly under Baalke or totally demote Paraag and remove his responsibility for any area that is not under Baalke and place him totally under Baalke, that is the norm for most teams. This above him is some areas, on the same level in others and below in others makes for a disfunctional organization.
