Has anyone ever been fined for dishing out a stiff arm before??

So didn't get a good look at that... did he grab the defensive players face mask? On second thought, I don't know about fines but I almost want them to take away an offensive players ability to stiff arm in the face mask or under the helmet/neck area. The defensive side has a million rules against it and they aren't allowed to touch the helmet so why should the offensive guy be able to do it? Now I could see fines for grabbing a defensive players face mask but if you just use it to stiff arm then how about a 15 yard penalty? Actually, wish they would bring the 5 yarders back on both sides. Not saying to fine him for using a stiff arm to the face mask (unless you grab it and pull/push) but I don't know wouldn't it be fair to give a 15 yard penalty? They can stiff arm the body.... Same as a DL/OL getting an illegal hands to the face for pushing up on someone's helmet. That will stop just about everyone when you are getting you chin strap up your nose/in your face.
