The obvious reason is someone can trade up ahead of your target spot?
Say you're the Jags and you want to move up but don't want to give up the draft capital to move to #1 or #2. Good for you. Giants may say f*ck it and move up with either of those two teams and you're left holding your dick.
It's kind of why Chicago overpaid so much to move up to #2. It was more about another team trading up with us ahead of them versus us picking a QB at 2.
