I have been playing around a draft simulator and it has both Wentz and Goff available at 7.
Here are some of the players available:

QB Wentz
QB Goff
RB Elliott
OT Stanley
WR Treadwell
DE Lawson
ILB Ragland
OLB Lee
CB Apple
