You think they go pass rush over qb? They did draft 3 pass rushers in the 2nd, 3rd, and 4th this past season. I wouldn't be surprised if they trade down with a team that wants a qb end of the day (analytics crew likes the trade down). This time last yr everyone thought bosa was the no brainer #1 pick...yr before Leonard Williams was regarded as the top pick and went 6th as well 
Their 2nd and 3rd round picks (Ogbah and Nassib) have been playing 3-4 DE, not OLB. I don't think the 4th round pick (Schobert) will influence their draft strategy at all. The wild card is Nate Orchard who is a 3-4 OLB drafted in the 2nd round in 2015 who was placed on IR this season. But even if they like Orchard, they can always rotate pass rushers and/or move Jamie Collins to inside linebacker.
I could see the Browns trading back, particularly if they don't have a strong preference among the QBs. Not sure who their trade partner would be - McPhee just got a big contract and the Bears drafted Floyd in the first round last year, so that pretty much rules them out. The Jaguars could probably use him opposite Fowler. They drafted Ngakoue in the 3rd round, but he's nowhere near as good as Garrett. Jonathan Allen or Leonard Fournette are decent options for them at 4 too though. If the Jets like Hackenberg, they could be a trade option as well. Garrett would probably have a ton of sacks behind that defensive line.
