I think they only reason they won't is that Kelly's system seems more plug-n-play than most. I think he'll try to convince Baalke that he can do great things with Kap/Gabbert and a non-first rounder, leaving him to build up the roster around that. I also think that since Baalke has final say on the roster, if Goff is there at #7, he'll be the pick.

I agree and am on board with trading Goff for a king's ransom. Bears (although Cutler improved), Saints, Philly, STL, Jets and Texans are all viable trade back options if Goff is there at 7. Of course anyone after STL would have to pay a pretty penny but that's the cost for moving up into the Top 10 from that far out.
