Spot on. Like all Baalke picks, you need to dig a bit and then it all makes sense and you can see the plan.
BTW, that plan is: Slowly work the following players in on packages and develop for FT starters in 2016
DE Arik Armstead - Will most likely play on pass rush downs to help free up Aldon/Lynch and replace Justin/McDonald next year
SS/ILB Jaquiski Tartt - Will be used in DIME/NICKEL packages on passing downs to push Bowman (knee) and Wilhoite (poor coverage) to the bench (strong in the middle) and replace Bethea next year
OLB Eli Harold - He's a big Aldon fan and he'll work in on pass rush downs and packages and work into the primary rotational pass rusher behind Aldon/Lynch
TE Blake Bell - Will be an instant RZ target and possibly more once VD moves on
RB Mike Davis - Excellent security behind Hyde and primary power back behind him
WR DeAndre Smelter - Rare to find a quality nig-bodied X WR of this caliber and will compete next year as a starter after Boldin moves on
P/PK Bradley Pinion - Doubles as a P and PK and will take over for Lee next year or Dawson
T Ian Silberman - Replaces Pears next year as the primary swing-T
