He got cut because he was injured, not to mention he got cut by the Indianapolis Colts. Not really an organization known for making good decisions.
He was great for the Chargers until he got injured, Melvin Gordon is a top draft pick so Oliver didn't have a future there. I think he would be great for depth, I also have a feeling he would do great in KS offense of system

That went out the window when Grigson was fired. They've got a whole new front office in place. That'd be like judging the 49ers today based on what Trent Baalke did. Ballard was a prize GM prospect and nothing he has done since taking the job has changed the perception that he is highly competent.
Oliver is available because he can't get healthy, he has been injury prone his entire career. He's been in the league since 2014 and has played in a total of 30 games so far. He's had a litany of knee and leg injuries including a blown Achilles. He's also never averaged more than 3.6 yards per carry.
