exactly, that cap hit is too much.
I am pretty sure if he is cut, Chip will give him a chance. Chip tried to trade for Jordan the first year he was hired by the eagles but the dolphins said no so there is obviously some interest

From what I have read, he did not test for drugs, but more for hydration, if you're urine is always to yellow (dark), you may not get enough water, and the belief is that can lead to cramps and pulled muscles etc, there maybe some other things they look for, but not drugs that is what I have read. Don't know if that is true though, the NFL, he has to deal with the CBA and the union.
