When a player is on waivers.. there is a bidding system in place. You must put a $ amount to your bid. Highest bid gets the player. If there is just one bid then obviously the owner with the bid would get the player at the dollar amount that was used.
If a player is NOT on waivers then he is a free agent and not subject to any bidding.
EDIT.. ok.. now i see what you are talking about. It seems like you did pick up Washington but there is no $ amount shown. That is confusing.

I think (guessing here) that if no one else bids on a player, you get him for free.

In this case, the easiest thing to do is for you to tell me how much you bid on Washington and I can adjust the total.
