In a move that could be a sign the 49ers won't land Washington's Kirk Cousins this offseason, they will sign quarterback Brian Hoyer when free agency opens Thursday, the NFL Network reported. Hoyer, 31, who has made 27 starts since 2014, chose the 49ers over the Jets, another suitor with serious quarterback issues. Hoyer will presumably compete for a starting spot on a team that doesn't have quarterback signed for 2017. The 49ers have had interest in trading for Cousins, but are reportedly reluctant to surrender a slew of draft picks, partly because of the host of other roster needs in the aftermath of a 2-14 season. Hoyer made 13 starts and threw for a career-high 3,326 yards, the most by a Cleveland quarterback since Derek Anderson (3,787) in 2007. Hoyer spent the first three seasons of his five-team, eight-year career with the Patriots.
