Yes it is. They don't normally overturn but that was so egregious it would make no sense not to. If Messi can do the same thing to a guy intentionally while looking at him and not get penalized then ya have to rescind it.

FIFA told USMNT they can't rescind the red card so the 1 game match ban stays.

What's worse is that the ref probably wasn't going to give the red card until VAR officials called him over.
