Vernon Davis could catch the ball. He just needed to be stopped and facing the quarterback to do it. In fairness, he actually Could also catch the ball over his shoulder, but it had to be dropped in there perfectly. No adjustments possible.
He had 13 touchdowns twice, in '09 and '13. Not bad. Just no catching range.
Davis had all the traits to be an all time great. Maybe one of the top 5 ever. He could block and had crazy speed. I just don't think he quite ever reached his potential. As you pointed out he wasn't great at catching the ball over the shoulder in full stride. He also didn't make a lot of contested catches or lay out for a reception. Still a very good TE but I had higher hopes for him.
