I don't think the issue is that Shanny doesn't have confidence Jordan can run - it seems like with Jordan in, it limits play calling ability because he can't do all the things CMC can. So it's almost like the other team will know it's a run.
It shouldn't matter when they're on the 1 yard line though. Running CMC instead in those situations is like purposely giving up the down.
