Yeah, half the ratings are legacy ratings but then you've got guys like maye in the top 10 after 1 regular season having the easiest strength of schedule and a horrendous playoff run.

With that said, Brock at 11 is relatively fair

The coaches filling these things out are probably assistant QC coaches or interns and the execs have some title like VP of Fan Experience.
