If it does happen, the 49ers get two weeks to find a trade or release him
Your correct that there is a lot more to it

1. File a Rinstatement Letter to the NFL player personnel depart and to Goodell with a copy sent to the 49ers requesting to be removed from the reserve/left squad.
2. Once the reinstatement request is filed, the 49ers have to decide to try and trade him or release him.
3. Aiyuk will have to pass a physical exam to show that he is healthy enough to return to the field.
4. IF the request is filed after the November 10th deadline, the 49ers can turn it down and the league does not allow palyer reinstatements past week 13.
IF he reports the Niners will cut him because if he somehow shows up and injuries himself, they are responsible for his 26 million dollar salary them.
In the end, I simplified it. No team is going to trade for Aiyuk when the Niners will release him after and IF he files. IF any team is interested, they can bring him in and access where he is physically and mentally. Why surrender a draft pick for that? No, if he is reinstated, the Niners will end up releasing him. Then someone will bring him in and see where he is and make a decision on him. That is where he is going IMO, you opinion may differ
