The league does allow for exceptions to the less than two-year rule, which was expanded with the 10-player rule. Teams may keep up to four players on their practice squad who have accrued two seasons of NFL experience, which allows a fringe player the chance to stay with the team, even if he already has been in the league, while also allowing the teams to keep more veteran players. For that, you need explosion and speed at the snap and the ability to rush on the move (slippery) and in space (speed to power). These small be slighter of framed Edge Rushers (ER). Think Brian Burns or Jachai Polite; players that look like they are shot out of a cannon. SAM/ER - With Mark Nzeocha in at SAM and Solomon Thomas at LEO, any good OC will automatically know that we're in base defense (run defenders). Getting an every-down SAM who has equal skills against the run, pass and pass rush is more important than fans realize. A guy like Josh Allen is ideal here. CB - We were the worst coverage unit last year by a country mile even with Sherman having a strong effect on his side of the field. Joe Woods was brought in to help develop our young secondary and add more two-back safeties and diversity to the scheme. He may not be looking for a 6'3" 200 pound CB with 33" arms. WR - This deep badly needs a true ZWR who does all the dirty work so the X and slot and TE's can have fun. Typically this is a bigger-bodied WR who's used to playing in contested fashion. In addition, we could use a big upgrade at the slot esp. if Trent Taylor is still reeling from his back injury. In addition, it's not wise to count on Goodwin with all his health issues. Speed is crucial to this offense. We need upgrades everywhere here and the first 3 games with JG last year proved how poor this group is with their inability to get open esp. against man coverage. RG - This OL gave up 116 QB two years ago and trumped that this year with a 125. Insane and remarkably overlooked by fans and coaches alike. The one-year bandaid plan is not working. In addition, Tomlinson has had zero competition and he's as average as it gets. WILL - Smith should be gone and Lee played better in his absence. But he's probably not seen as the long-term solution. I think this FO would love another 'healthy' Foster-like player next to Warner for the next 4 years. It's a very important position to this defense both in coverage and run defense and even more so if we're going to employ more wide-9 fronts (wider holes to fill). FS - Who knows what we have here while AC returns from injury. With Joe Woods on board, expect to see more tradition two-deep safety looks which is great for Tartt/Harris but this defense will still need a true single-high FS with amazing range and instincts. That's not easy to find. LT - If Staley ever goes down, we're royally screwed. In addition, you want a LT-in-training this year to help transition for his departure. C - Like with Tomlinson, Richburg has zero competition and we have zero quality depth. Richburg played through a knee and quad injury that now requires surgery. TE2 - If the FO is unable to acquire a ZWR, a TE2 might be another great weapon for Kyle to use to throw a wrench into a DC's game plan. This is a deep and talented year for TE's in the draft. 2019 NFL Draft - Top 49ers Draft Targets: Draft Strengths: ER, WR, TE, DL, OL Draft Weaknesses: QB, CB, LB, S @ #2 or small trade-back 1. This total included an inflated $37M to Jimmy Garoppolo. Garoppolo's year-1 contract is obviously an outlier and is only counting $20M this year. The FO typically likes to roll over roughly $25M-35M annually. Looking at the FO's history here, $50-$60M seems to be their striking distance in free agency. Jason_OTC covered additional trends and tendencies and that aligns with a perpetual "mid-tier approach to free agency." They will spend money but not always on the best players (bad contracts; contracts on oft-injured risky players; sign too early before proven or older higher paid players for low production) and they certainly won't go all-in for premier players at premium positions. They'll overpay to secure players from cheaper positions (i.e. FB, RB, C or LB vs. ER, WR, T or CB). Another tactic they'll use is paying outrageous $ for 5th year options (Ward & AA) and extend players (Staley) so the grand total of free agency spending looks much bigger than it really is for quality on-field production. They love to sign their own early as well (e.g. expect Buckner this or next year). The biggest trend over the Paraag regime is the $10M cutoff. No free agent, outside QB, will make more than their own in-house top paid player and that has always been Joe Staley at around $10M. ShanaLynch were asked what their biggest regret was this year and they both admitted to 1) relying too much on Jimmy Garoppolo to mask so many weaknesses and 2) not adding enough competition (e.g. presumed starters didn't feel much pressure to lose their jobs and got complacent). I have a pretty realistic spend of $69.5M free agency plan this year but let's stay in the FO's ballpark model of $50-$60M using these FO tendencies and see what we can come up with. Purely speculation here, but if the $3M GTD number is right, it could be $1M base and $2M GTD roster bonus or signing bonus, plus based on Richburg and Tomlinson's deals, $400K per game roster bonuses, $25K a game, and $100K workout bonuses each year.
