You're assuming that they aren't going to upgrade the roster around the QB as well. If you're not using your 1st round pick on a QB, that is going towards improving the roster somewhere else. The upside with Cousins is that he's shown he can play at a high level in the NFL. What happens if you draft a QB and wind up with a bust like over 50% of them tend to be in the 1st round alone. You've set your rebuild back about 3 years instead of moving it forwards. That would be my counter to not signing Cousins.
