Just because a team chooses to spend 90% doesn't mean the rest is automatically rolled over.
The team has to decide how much they want to add to the next years cap space if any.

As long as the min % are met nothing gets distributed back to the league if a % is not used. It's a sum added or subtracted to get to a adjusted cap. That's why each teams adjusted cap number is different from the $167m the league set.

The point is the Rams were close to the cap limit and only rolled over what they wanted to. Because they already used most of their limit.

This is an example of a team using 99% of it's cap space. While the 49ers use 89%.

The money is either a used fund or unused fund. If you love the word pocket do this, meaning it either leaves the teams "pocket" or it says in the teams "pocket". It doesn't ever leave the "pocket" and then come back to the "pocket".

Just because a team chooses to spend 90% doesn't mean the rest is automatically rolled over.
The team has to decide how much they want to add to the next years cap space if any.

As long as the min % are met nothing gets distributed back to the league if a % is not used. It's a sum added or subtracted to get to a adjusted cap. That's why each teams adjusted cap number is different from the $167m the league set.
Revenue is revenue. and this type of Rev it's shared.

York cares so much he still has every head coach from Walsh to Chip on the payroll
He ate like 60 million in failed 1-and-done coaches. Obviously he cares about winning more than making money. York is a dork, dont get me wrong, but he would've just stuck with Tomsula or Chip Kelly if he wanted to be a cheapskate.
