What the hell is up with all these penalties?

It seems like the 49ers rack up stupid an entire field's worth of penalties every game. It feels like they kill any momentum or prevent us from building any do we need better coaching or better players?

The first play of the game was huge. Instead of a tone setter for the niners, the officials swung the momentum to the Colts.
