Actually, IIRC, Crabs was rarely double covered . Corey Webster just locked him up.

Harbaugh kept Smith on a short leash in the beginning of the season, no risky throws, etc.
However at the end, even when Smith improved, there is no reason why he would force a ball into a tight coverage.
