That rule doesn't go into effect til 2013 as far as a team by team basis.

just because we need to get to the floor by the end of the season, doesn't mean we need to over spend on FAs, thats how we got in the bad side with Clements.

The floor can be reached easily. Renegotiate to get more bonus money this year, extend someone with most in this years. Basically they can just front load a contract or 2.

This is what the owners wanted. It caused big disparity when top draft picks who are unproven get 10% of the payroll assigned to them. See Alex Smith, Vince Young, and qb in the top 5. Now players hit FA sooner, the players that have performed will get payed more and sooner than before. This is a win win for the players and teams.

Teams don't have to spend the money going into the season, so the Niners can extend contracts through this year, and into the first couple of months in the offseason before the FA window opens (the beginning of the new year).
