The NFL does not even test for it, so is it really a restricted substance? If the niners sign him, and he is connected to HGH use, would that be punishable by a suspension? If not, who cares? If it's not against the rules, it's not cheating. If it is against the rules, test for it.

I wouldn't put roids in the same category. It is much easier to see if a guy is on steroids than it is HGH
