My question is, does he play alot of quarters coverage because he likes it? OR does he run that because he has horrible coverage guys like Clements, Goldson, Reggie etc....and is forced to use that scheme out of fear of getting beat deep?
Does anyone have any insight? Maybe even quotes from Manusky himself?
EDIT- I lean towards Manusky being more or less forced to run this type of "safe" or "vanilla" defense.

Horrible coverage. It's been obvious from the start he's had to mask the deficiency of a weak secondary with the cover 4.

I agree. That leads me to think that Fangio will not fare much better without bringing in a top end DB. I'd perfer a CB, but the secondary could use upgrades at both safeties spots also.
I don't follow college football, so I don't know if the Niners can address this need in the draft. Also, with the possible CBA issues, the Niners could have a difficult time going after a guy in free agency and a real difficult time trying to arrange a trade deal.

what was our Defense's fianlly ranking this year?
I believe it was 13.
I'm a little wary of Fangio as well. As the TC has mentioned, his units have regressed
every year he was DC. When it's one team, fine. But when it's 3 teams, it raises questions.
His best defensive ranking was at #7 with the Carolina Panthers.
But to be fair to Fangio, he'll have more defensive talent than he had to work with when he was with the Panthers, Texans, and Colts.

His defensive ranking also got worse for almost every season after he took over a defense. This worries me a little, more so with the expansion teams. You'd think the team would get better, not worse, as the team compiles more draft picks. In Carolina, the defense started with a bang and then proceded to get worse every year. Same story in Houston, although they didn't start off as hot as in Carolina, but his defenses got steadily worse as the years went by...

Let's be fair to Manusky though. He has achieved the following rankings in total defense:
2007 - 25th
2008 - 13th
2009 - 15th
2010 - 13th
Given our talent level on defense, that sounds about right.
Our defensive front 7 is very good at stopping the run, but we lack true pass-rushers. Our secondary is pretty weak. Patrick Willis and Takeo Spikes are among the best, if not THE best, MLB tandem in the NFL.
With that in mind, it makes sense that we're in the upper-half of NFL defenses, but we're not one of the best. There are too many deficiencies with some of our players for us to be an elite unit.
My general thought is that you need to be able to have great pass-rushers (a la the Colts or Giants) OR a great secondary (a la the Jets).
When you have great pass-rushers, you only need to rush the minimum and you can devote the remaining 6 or 7 guys to complex coverages. Although they're a 4-3, when you see the Colts or Giants rushing 4 guys only, the defensive coordinator can get pretty creative with his secondary.
Meanwhile, if you have a great secondary, you can use 6 or 7 guys to blitz, and not have to worry about your secondary giving up the big play. When you have a Darrelle Revis and other CBs like the Jets, you can afford to leave your guys 1 on 1 while you blitz the house.
In looking at our team, we have neither.

Didn't we sign Kevin Greene away from the Panthers for the 97 season? I remember him being the sack leader in the NFL for the 96 season.

I think it is impossible to assess Manusky's performance as DC without knowing how much influence Singletary had on the game planning and overall defensive schemes.
I think we are learning exactly how stubborn Sing was. He wanted things done his way and no other way, and if you didn't toe the line...
He was an unsophisticated, overbearing, pigheaded, caveman. That's a bad combination.
Harbaugh will have to assemble his staff and I trust he has greater insights and knowledge than any of the armchair HC's around here.

That was the point of my earlier post about Manusky being forced to use that quarters coverage we've seen so much. Manusky is kinda hamstrung because of the weak secondary and by the lack of a consistent pass rusher.
To fix the problem, you either add a legit cover guy or a premier pass rusher. I worry that Baalke and Co. will be so focused on a QB, that they will neglect these other areas of need.

Manusky can only go to San Diego if we let him go, right?

He is not under contract with us anymore.
