This has to be the most brain dead post I have read in a while.
What do you mean by "more upside"? If you mean greater room to grow, sure . . . because when you've been absolute cr*p before, you'd better grow some. Rivers is a pro bowl caliber QB; incremental improvement should be smaller . . . but by no means guaranteed. Smith could still stink. We'll have to see. Smith in his wildest dreams would like to get to the level Rivers is playing at right now. Won't EVER happen IMO.
As for attitude: If you mean having a girlie "aw shucks I missed the receiver again", walk-off-the-field-with-my-head-down attitude, then, sure, he has a better attitude.

For my money, I'd rather have a QB that won't back down from opposing defenders or be intimidated by them, than one who looks like he just had his candy snatched and is running home to mom.
As far as I have read, Rivers has never given the Chargers any problems and by your standards, there are some 27-odd starting QBs in the league that haven't had "significant post season success". Recently, playing on a bad knee that required off-season surgery, Rivers took out the Peyton Manning led colts in the post season. Significant enough for ya?
FFS!
