You don't seem to understand how these things work. It's all about potential. How is he worth a 7th when he was drafted in the 3rd round the year before? I don't understand the knock on the guy. He came into a dysfunctional team and outplayed the vet (Vick). His numbers are respectable for a rookie.
Bad teams buy potential. He has looked like s**t in the NFL. Playing at the same level as Vick doesn't mean much since Vick played like an undrafted rookie last year. The only way a smart team picks up a guy like this is if the Eagles are giving him away. If a team had wanted Foles for a second or third they would have spent it on him last year. He doesn't fit Chip Kelly's scheme so the Eagles have no leverage. Only a moron would actually pay out the ass for Foles.
