The formula you're talking about (contract $ signed and PT) determines the round of the pick, after the # of players gained and lost determines the # of picks.

Sometimes when the # of players gained and lost is equal teams will still get a pick at the end of the 7th too due to the formula you're talking about (the only time they break from # of players gained/lost to assign # of picks)
