I believe it's actually based on the percentage of snaps Smith plays. If he plays like 90-95%+ of their snaps, it's a second.

we would still start whitner, as it is his last year. then next year, BAM! both of them start.
Why use a high 2nd on a safety when we need help NOW? This 2nd pick has to be able to step on the field and contribute, not sit behind Whitner. Anyways thank god cyprien is gone so we can forget him
