Gerard is average at best. So was leftwich. People reacted the same way when Leftwich was released. It just goes to show you how a player can be overhyped and overrated easily.
Wow. This is an astounding and extremely audacious move. If Jacksonville has a losing record -- and they probably will -- the fans are going to be that much more livid.
I think Garrard would be a great acquisition at a reasonable price. Nice backup to support Alex and Kap and he's been there before (playoffs). Don't want him starting though.

However, when you've had years of Below Average QB play; "average at best" looks pretty good...

No Garrard to deal with.

This is a terrible move by Jacksonville. Garrard may not be great, but he's better than McCown. Using McCown is just a ploy to make it easier to start Gabbert -- and probably sooner than he'll actually be ready. Gabbert had a bad pre-season. Without Garrard, this is essentially a Tim Rattay-Alex Smith scenario. Wouldn't be surprised to see Gabbert play this year once McCown blows.

By the way, what's to say Garrard doesn't end up in the following places?:

Miami - Henne is arguably the worst starter in the league. Garrard is a massive upgrade and is local.
Cincinnati - Dalton isn't quite ready. He'd be able to start and Dalton could learn.
Detroit - Insurance for injury-prone Stafford.
Seattle - Could easily start if Jackson falters.
Cleveland - Insurance for McCoy
Carolina - Insurance for Newton (whether injury or poor play)

I think he goes to the Dolphins. He'll start EASILY there once Henne has a bad game.

Well then why not here? He would start easily once Alex has a bad game and get's his ass booed out of town again. I'm not sure what I think of the move though. hmmmm... I def would of liked it had this been a month or two ago.
