The current CBA expires march 1st or 4th I believe. So there is currently a CBA. When the owners decided to not renew the current CBA sometime last year all these so called "poison pills" kicked in to get both sides to reach an agreement. The RFA for guys with under 4 years in the league was one of those poison pills that was believed would force the players to agree. B/c all the players want to be free agents as soon as possible so they can cash in. and for the owners it was the no salary cap. Remember folks going crazy saying Synder, and Jones would just buy all the free agents. Thus forcing all the other owners to agree to a deal. Notice not a lot of players got big deals this off season, thus why the Players union is suing for collusion between the owners.

So in short if the new CBA is similar to the old CBA in regards to free agency then Woodley would be a free agent b/c those poison pills will no longer exist. And every player that was a RFA last year due to that poision pill will be free agents as well. Of course they can still be franchise him.
