49ers’ Kaepernick will start Sunday against Bills

Two weeks after 49ers head coach Chip Kelly said Colin Kaepernick wasn't physically ready to move from backup to starter, he acknowledged Tuesday the quarterback still isn't at full strength. Why has Kelly suddenly decided to promote Kaepernick when he's not at peak physical form? The 49ers' offensive ineptitude during a five-game, season-opening stretch inspired Kelly to change quarterbacks, even if Kaepernick was demoted for Gabbert 11 months ago and has since undergone three surgeries that have left him weaker and less explosive. The 49ers (1-4) are on a four-game losing streak and own the NFL's 31st-ranked offense, and Gabbert ranks 27th in the NFL in completion percentage (58.0), 30th in passer rating (69.6) and 31st in yards per attempt (5.9). Kaepernick said he's still working with the 49ers on a restructured deal that would reportedly eliminate the injury guarantee connected to his $14.5 million salary in 2017.
