The NFL, who uses flexible scheduling from weeks 11 through 17, attempts to put the best possible matchups into NBC's Sunday Night Football time slot. With the 49ers at 4-8, the league felt that the Eagles, who are still in the NFC East hunt, and the NFC West leading Cardinals would be a better matchup to get more viewers.
