On Tuesday, ESPN's Jeremy Fowler reported that Kittle is dealing with a mid-to-low ankle sprain, putting his availability for this weekend's game in doubt.
As for Kittle's availability against the Bears, Shanahan said, "He's got a chance. We're not ruling him out."
Additionally, Shanahan said defensive end Yetur Gross-Matos (hamstring) will not practice, while wide receiver Ricky Pearsall (knee, ankle) and cornerback Renardo Green (neck) will be limited. Pearsall and Green were inactive against the Colts.
The team will rest running back Christian McCaffrey and tackle Trent Williams on Wednesday, as it typically does for the first practice of the week.
Linebacker Tatum Bethune, who tweaked his ankle against the Colts, is a full-go for practice.
The 49ers have two regular-season games remaining. If San Francisco wins both, the team would clinch the NFC West title and secure the No. 1 seed in the NFC playoffs.
With Super Bowl LX set to be played at Levi's Stadium, the 49ers could potentially play five more home games on their way to a championship run.
