Witherspoon suffered a foot sprain during Week 3 and has been working his way back. He was a starter before the injury and is expected to regain his job despite some strong play by Emmanuel Moseley.
"He's going to be out there this week," Shanahan told reporters after Friday's practice. "I mean, he is questionable, so something could happen here over the next two days where he's not available to go, but he's shown that we can put him out there. I'll decide right at kickoff how long that is."
Witherspoon was playing at a high level himself before the injury, and rebounding well from an up and down 2018. The third-year cornerback recorded nine tackles, five passes defensed, an interception, and a touchdown through the first three games of the season.
Opposing quarterbacks had a passer rating of 59.5 when targeting Witherspoon this season, according to Pro Football Focus.
